The customer will need to purchase a sim card after purchasing the unlocked phone. Sim card is easily obtain from either T-Mobile or Cingular in the states. If not in the U.S. a sim card can be obtained from most any carrier (T-mobile, O2, Vodaphone, etc..). Sim cards are for use in GSM phones only. The phone will have a small slot either on back, bottom or top of phone to insert sim card chip looking device.
For those in states you may opt to purchase a sim card on a pay by usage term month to month or a one or two year contract. Your choice. Or you may opt to purchase a sim card with no contract at all whether a month to month contract or year to year contract. This method means phone has only calling capabilities no internet or data using capabilities.
Benefits of buying unlocked no contract cell phones: Not under 1 or 2 year contract. Able to use phone with any carrier that offers sim cards. Have option to use a contract or not. Your choice. Phone is yours out right. No early cancel fees to contract because there's no contract involved.
Note buying minutes in states with a sim card not on a contract of any time length which means user will go to a convenience store to purchase extra minutes: user is charged for making and receiving calls and texts. In Europe user is charged for only making calls and texts. Unable to use the internet on phones with this method of no contract at all.
